Key findings

The Ombudswoman Office received received 66 complaints of discrimination based on race, ethnicity, nationality or skin colour and 9 based on religion – the report points out migrants were a prominent target. Focusing on hate crimes, the report highlights several cases that point to problems in processing hate crimes and inadequate punishments of perpetrators: for example a case of Muslim obituaries in the street that were found covered in pig fat, but after initial investigations, police officers did not determine the circumstances, motives or identities of possible perpetrators. Another case pointed out in the report is an attack on a refugee minor from Iraq, whose perpetrator was given a light sentence, and also County State Attorneys office did not file adequate charges. Most hate crimes in 2018 were motivated by national or ethnic origin (30), 2 based on race, and 1 based on religion.

Qualitative and quantitative methods. The report is based on analysis of cases the Ombudswoman office worked on, field work data, research and data collected from several hundred actors, among them public bodies, civil society organisations, unions, employers, universities, churches, religious organisations and others. It is also an analysis of the state of rights and freedoms in the Republic of Croatia.
